It depends what you meant by the richest. If the amount of cash stored on account is factor then easily every protagonist can be count as richest, because you can get a lot of cash via cheats. If cheating isn't counting then it would be CJ, because you can easily won enourmous amount of cash on horse racing bets. If you're counting assets then it easily would be Tommy. He didn't only make great and valuable friendships thru his actions, but he also had his hands in every important asset in the city (Strip Clubs, porn industry, drugs, cars, smuggling, etc.)

Yet he was still a bitch's bitch. He wouldn't get any of that if he didn't received that from higher authorities. Airport was a dump in the middle of nowhere, full of rotting plane carcasses and with no line operating there. CJ only put his hand on Verdant Meadows, because Toreno wanted place to make his secret operations. CJ was second-in-command in some childish getto gang, but Sweet was still treated him like a bitch. Managing was actually succesfull, but it isn't something you can make millions out of. CJ was a share holder of a casino, but Four Dragons was still own by triad. Garage in San Fierro was dump with holes in the roof till the end of the game and what's worse they only spruced up one car there (Remington) RC toy shop isn't the most valuable place. Pilot licence isn't valuable in my opinion. Summing it up, CJ run an empire of trash, a little here, something there, while Tommy was holding whole city by the balls.
