It's obviously just a belt. You can see all the hairs from her snatch on the floor around her feet, so she clearly just got done shaving it.

EDIT: I found out what the site was for. It was a tie-in to one of GTA Vice City's teaser sites. Apparently, Darren was one of the people Kent Paul met at an "after care" programme. I think it's pretty cool how Rockstar used to build all those fake websites to tie into III Era games - it's a pity they toned it down for GTA IV (or at least, put all the fake websites in-game instead).
