i have freaken problem with cars wheels are small and i angry so much which program i need to install

What did you do exactly? Did you just replaced the .DFF and .TXD files? To install it correctly you must also replace the lines in some files, such as

-> vehicles.DAT
-> handling.CFG
-> carcols.DAT
-> carmods.DAT

After replacinf the 3D model, its textures, and the lines, it should work perfectly, unless the modder who did it did a "crappy job"
