I can't tell for certain if this worked for me:

I had 2-3 stars and quickly abandoned my car in a deserted parking lot. I stole another car, and the cops seemingly ignored me when I sped by...

So did I get lucky, or is that supposed to happen since they're looking for the first car?

it's supposed to happen but it's hard to get past them fully without them catching on.

I did this once, and it turned out successful. They were chasing me in a bright blue F620, drove to Colony Island then found this beater Emperor then lost my wanted level in a tick.

Evading the cops, I Jumped off the Alderny Super Highway and landed in an industrial car lot. I jumped in a nearby SUV and just drove right past the cops in the police zone. So, yes that has happened to me also.
