Hey guys. I have been wondering this for a while when i play MTA:SA i expect better perform its on most servers which it goes down alot. When i open MTA:SA it comes up with Windows 7 basic theme .

So i have all my settings: Draw distance: 100% FX: Low Grass effect: Yes Volumetic shadows: No Resolution: 1366x768 32. AF: None AA: None.

So i usually get around 25-30fps in the city and 3-40 in empty area and when i fly out into the sea up to 50. I have no bloom but i have car paint shader and water effect (On some servers) Ok so CIT has lots of players maybe 500-700 but on DD server has like 10-20 and it still low frames. Also when going through clouds and smoke it drops to 10 and when recording with fraps: 7-9 and bandicam: 12-17. I expect better i mean the processor is capable of GTA IV low/medium ive heard and 3200 HD should be good on old games. And last week i got vice city for PC i put all the settings on maximum and inside i got 100+ fps and outside always above 40 and avg 60-70. Please help, i have game booster should i open it next time?

And a separate question: How to overclock my CPU in the bios to maybe 3.1GHz plz help.

and its also funny how i have to have gta3 frames limit on to stop lag so thats weird

Overclocking would most likely kill that CPU, face it, your computer is weak, but as you play MTA you have more flexibility in the graphics settings so lower your resolution, disable the grass effects, set the draw distance to 0-10%.
If you really want speed, consider an upgrade.

Get an aftermarket GPU for gaming. Onboard motherboard GPUs are usually very crappy for gaming.
