1. The sound doesn't play well during stormy/rainy weather. Especially explosions and gunfire don't make the correct sound. In this case, I have to type a 'sunny weather' cheat.
2.Sometimes, the sound suddenly stops playing completely(regardless of weather) and I have to reload to make it play again.
3. Seldom, the mouse doesn't work properly: I can look around, but I can't browse through my weapons using scroll wheel. In this case, if I jump from a high place or bail from an aircraft while flying high enough and I have a parachute in my inventory, CJ won't do the skydiving animation and will continue falling just as if he didn't have the parachute. Once again, I am forced to reload to get rid of this problem.
These bugs don't ruin the fun of playing San Andreas as they occur too rarely for me to worry about them(I mean bugs 2 and 3) and I can easily fix them when they happen. Still, I'm wondering what's causing them.

Seems your discription is the Version 1 Game which hasn't been available since 2006.
The Fix for that Original Game is to patch with the V1.01 Official Patch

• The patch (V1.01) contains a lot of fixes. First what it adds. There is now support for 720p and 1080i HDTV resolutions, and also the game now displays the Version Number on the title screen. In the bug fixes department, The annoying and often asked issue is fixed on machines where the OS has been updated (one OS installed over top of another) and has 2 registry keys that point to the users "My Documents". Here is a full bug fix list;
• - Issue fixed on machines where the OS has been updated (one OS installed over top of another) and has 2 registry keys that point to the users "My Documents" folder (we incorrectly used to assume the Win2000 folder, now correctly uses the last installed OS folder) - users know this as "user account period bug".
• - Crash when entering advanced display options with only 32 meg of video ram (32 meg of video ram is not supported and will only allow use of 640*480 in 16 and 32 bit. At this resolution it is likely you will see the "Black Roads" LOD problem). We do NOT however disallow machines with 32 meg of video ram from running GRAND THEFT AUTO: San Andreas.
• - Crash when entering advanced display options on a dual monitor machine after :- starting game on primary monitor in maximum resolution, exiting, starting again in maximum resolution on secondary monitor. Secondary monitor maximum resolution had to be greater than maximum resolution of primary monitor.
• - Destroyed cars now are correct colour.
• - Dirty cars now able to get clean.
• - Numpad 5 key is now mappable when re-defining controls.
• - Issue on all machines where certain collisions caused parts of the audio system to crash (sound effects, cutscene audio - only radio keeps going) - users know this as "Rain / Thunderstorm bug".
• - Improvements to DVD streaming.
• - Audio problems in interior / exterior transitions and getting in / out of cars fixed.
• - Some fixes to ensure reverb is not present at certain save points.
• - Improvements to dance game timings.
• - Crash occuring when using "user radio files" while the frame limiter is disabled.
• On the downside it will stop the hot coffee modification from working correctly, however other modifications should work perfectly fine. See the readme for more information.

GOOGLe/BING for GTA: SA patch v1.01 and select the one for your country.

I've tried this patch but it doesn't work. When I try to install it I get this error message:
QUOTE
Old File not found. However, another file with the same name was found. No update done because file contents do not match.

This is probably happening because my copy of the game is not genuine. Since I don't remember where I downloaded the game from, I've tried both the US and European versions of the patch, but neither of them worked.

Problem Solved! Get rid of the Pirated Version and Buy yourself a new Second Edition Disc.
We can't help with stolen games (warez/torrent).
