I purchased the game(a genuine copy) from a real-life store.
I haven't tried deleting that file, but it so happens that some time after creating this thread I found another solution:

Directions: 1. Launch Vice City 2. Alt-Tab out by pressing Alt and Tab. 3. Bring up the task manager by pressing ctrl and esc. 4. Right click on the vice city process (vice something .exe) a little menu should pop up then left-clock on Set Affinity. Then untick all boxes except CPU0. |
I've tried it and it seems to work, but for now I don't consider this problem solved completely. I'll continue playing, to make sure this solution is indeed effective.
EDIT: it's not really efective. I've also tried 2 other fixes which didn't work either:
-removing the file gta_vc.set;
-Start-->Run-->DXDIAG-->Sound-->Set Sound Acceleration to Basic or None.
In a nutshell, I've used all 3 fixes mentioned above (at the same time) and the game still doesn't work correctly. Just after completing the Vigilante missions, I pressed Escape and the screen turned black, you know the drill.
EDIT: actually, I think I had forgotten to use one of the fixes at that moment. They seem to solve the crashing problem, but the game still jams from time to time. Sometimes jams last for several seconds, which is really annoying. And there's something I haven't mentioned: the game CDs are in good condition.
