Do you have any mods installed? Where have you got the game from? Have you tried removing the gta_vc.set file located at C:\Documents and Settings\<username>\My Documents\GTA Vice City User Files?
To post a picture, use the Direct Link field URL and put it between the IMG tags as you did.

IM ONLY INSTALL LEON CHARACTER FROM RESIDENT EVIL 4.. I NEVER TRIED TO REMOVING GTA_VC.SET.. IF I REMOVE THE FILE, DID MY PROB SOLVED? (SORRY FOR MY BAD ENGLISH)

First off all, turn off the CAPS lock. It's annoying and not needed.
Try removing the gta_vc.set file. I don't know if it'll work after that or not, but usually mods mess up the game. Did this problem happen before you installed the mod?

Urm.. Yes.. this problem appear after I install the mod.. but my friend Install the mod same like mine and his game dose not have any problem..

But did it happen from the first moment after you installed the mod, or it just came out of nowhere later? Also, have you tried removing the gta_vc.set?

I remember seeing these kind of models when I used GGMM. Maybe your gta3.img is f*cked up? I suggest you to re-install the game even if the problem persists.
