I've had this come to mind that the name 'Ray' has popped up a few times as the character or one of the characters in GTA V. Now before you go away, please read on, as to me it makes perfect sense. This isn't another one of those 'Albert Desilva' stories, this story actually holds water when it comes to factual information, so please hear me out with this and be sure to click the links at the bottom. Remember, this is a GTA III character, but with Rockstar saying 'A bold new direction' it just may be possible. Now it's not the main character so it may be ok for this character to make an appearance. Ray Machowski - born 1958, so that puts his age in the range of the - balcony man, agree? He was involved in the LCPD in the late 90's, called by McAffrey 'Mr Hip'. He eventually turns to work for Kenji in GTA III which was in 2001. He was now involved with the Yakusa. Ray's final appearance was when Claude takes him to Francis International, where he boards a plane and leaves. The question is, where did he go? 'Why did I move here? I guess it was the weather' - that's the voice of Ray. I know, Ray isn't the main character. We will hear from the main character in the next trailer. So the balconey man is Ray Machowski, moved from Liberty City to nice LS weather. Maybe the Yakusa will play a part in V. BALCONY GUY IS OBAMA.
No, seriously. It's a reboot. The universes have minimum crossover to maintain that they're the same series, hence why it's still Los Santos and Liberty City and Lazlow still has a job as a radio host. There's still Burger Shot and Cluckin' Bell. But the crossover will be kept to a minimum to emphasize that this is a brand new imagining of the series, rather than just a continuous storyline. Hell, San Andreas seemed to be trying to bring back everyone they logically could.
I will bet you a million, no joke, that it's not Ray Machowski from GTA III. Because to be frank, that idea's dumb.
