Yes, you may create new cheat codes & also may edit the existing one or change the Vehicle some of they spawn

but there is no such tool available, you have to do it manually by using Memory stuff
that can be found here GTA VC Memory Addresses
or if you don't know scripting part & don't want to learn
then you may request someone to do it for you here >>> Editing old cheats
