Since his voice wouldn't be present, they could just show him without talking Maybe it turns out he becomes a mute after GTAIV and Roman has to translate everything he says to you would be pretty comical, especially since Roman would get it wrong all the time

Tommy of course. Tommy is the all time best GTA character in my opinion. And one thing which I am almost 100% sure, that CJ will atleast somehow be present in the game. Maybe just a reference but who knows.

i don't like all those characters recycling in GTA games...but it'd be kind of cool to see Claude Speed (GTA3 main) and Tommy Vercetti (GTA VC main) both returning!...amybe some of secondary characters like Catalina or those lawyer dude from VC (forgot his name)...

III-era is an era of GTA games that consist of titles that are bundled together because they consist of the same characters, locations, storylines etc. these titles include; (dates are in GTA order, not the release date.)

Grand Theft Auto: Vice City Stories (1984)
Grand Theft Auto: Vice City (1986)
Grand Theft Auto: San Andreas (1992)
Grand Theft Auto: Liberty City Stories (1998)
Grand Theft Auto: Advance (2000)
Grand Theft Auto III (2001)

The III-era is a 'universe' and any game not in the III-era doesn't exist (IV) if that makes sense.

IV has its own era and so does 'V' the reason how I have gathered this is because in GTA IV (not spoiling it just saying the name, so if you have played it you'll understand) Tuna the guy part of the diamond group says 'Las Venturas, we'll be our own bosses' now in 'V' they are recreating LS from what I have read and it'll just be LS but with a lot more countrysides (awesome!) so meaning that Las Venturas won't be in it neither will San Fierro.

I hope that explains the GTA era's too you.

Grand Theft Auto IV (2007/8) - Present Day
Grand Theft Auto V (2012-13) - Present Day

So no previous character will return, unless they enter a portal and come into a new universe.
