Alright, so, I decided to put aside all of my problems and frustrations with San Andreas, but I came across another one today that's been pissing me off hard since the first day I installed this game.
Basically, I can't run the game at 100 FPS, as dumb as it may sound - this is my problem. I'm pissed off about this because, everyone I've seen with my PC specifications can run it at 100 FPS, and somehow what I get is something around 50-70 FPS.
Specs:
Motherboard: ASUS M4A88T-/USB-3 Processor: AMD Phenom II X4 965 3.4Ghz Graphic's card: ASUS Radeon HD 6850 1GB RAM: AMD 4GB Performance Edition Power supply: CORSAIR CX-500W
I'm using Windows 7 Ultimate 64-bit version, I've got all of the drivers updated.
Any thoughts on this? Thanks in advance.

Just as a matter of reference: USA manual: Advanced Display Option Page... | QUOTE (Frame Limiter ON / OFF) | Normally the frame rate of Grand Theft Auto: San Andreas is capped at 30 frames per second. This option allows the game to go faster than 30 frames per second. Be warned that this will not magically make Grand Theft Auto: San Andreas run better, but may make your experience "more variable". We do not recommend un-locking the frame rate. If you have a fast machine, it is far perperable to increase resolution, detail options, anti-aliasing, etc. rather than trying to achieve a higher frame rate by un-locking the Frame Limiter. This will lead to a more variable game play experience. |

As mentioned it is San Andreas not being able to utilize the CPU properly A dead giveaway of a CPU bottlenecking is when you change setting and still get the same FPS.
I sort of understand why you want 100Fps, simply because you are an enthusiast proving a point, but i would not go to too much trouble to get this 100Fps. |
Thanks for getting my point. This is not for GTA only, as I said, I have an equal problem is Assassin's Creed 2. Again, the reason for my "unhappiness" is because I know that my rig is perfectly capable of running this game at 100 FPS, as I've seen others with similar specifications running it properly. If you don't have anything better to say other than asking me why am I not happy with the framerate then don't post at all. Anyhow, I appreciate the replies that have been given to this thread, keep them coming if possible!

No it's not. You might thank you have an über PC (you have a quite powerful one, though), but it's just not fast enough for IV. This is just how IV works, my PC is quite a tad better than yours and even I can't run it at 100 FPS  But speaking about San Andreas, atleast turn off the Frame Limiter. Besides that, maybe the one a few posts above me is right and your hardware is too now for that game. Sorry, I thought you were speaking about GTA IV. This. The human eye cannot process above 45-50 frames per second anyway, so an extra 50 frames per second on that is entirely superfluous. This. Updating BIOS is good for a number of reasons. Read the topic yo! What I haven't seen anyone else mention is bloatware and background applications. Go into task manager and kill iTunes, Steam, RGSC, PowerISO, or anything else running in the background that isn't needed. Background applications can eat up a lot of power.
