So, my GTA IV has slow rendering textures all the time, my PC is this: GTX 560 Ti, i5 2400 3.1 GHz, 4 GB RAM, Windows 7 32 bits, maybe If I change it to 64 bits it will be fine?

You could try that, but first tell us your graphical settings.
Maybe they are simply set too high.

One thing you can also try is the commandline switch, just Google it

I play in High Settings, but I also tried to switch to Medium and Low, same thing happens. I also tried a few commandlines, to be honest one worked, but after about 5 min of playing, all the textures dissappeared

But I'm not sure what to say, you could try reinstalling the game and using patch 4, if you aren't using that already.

Yes, that was the commandline that made my textures dissappear

When I put that commandline it works fine for about 5 minutes, then all the textures dissappear.
