See I think they do have a dev-kit or at least know what to expect. The gaming world changed this generation, a lot more just casual gamers came to the scenes. They need to hold these casual gamers and drag them into the next generation.

I can see why you want it now, but for me I am just still not going to have fun unless they have really livened the world I am running free in. So, personally, if GTA V comes out and hasn't exceeded IV in a technical aspect then It won't be what I am looking forward to in open world games. They can add all the toys and they will be fun initially but I just don't have the same fun as I used to. It will ware of fast.

And there's always the next GTA game. Either way the wait will be just as long, the only difference is that, in this situation, there will be another GTA game between the two. So, in my opinion, it's a win-win for GTA V to stick with this generation.

This is partially true but thats not the only game Rockstar North have on there radar any more. I am sure a RDR sequel will be next, so the wait is longer for GTA (Though I loved RDR so its alright) plus its just not financially feasible.
