Okay, click here to download a 100% save file for GTA IV. Now, install xliveless.
If you have already an Asi Loader remove it. Xliveless is an asi loader too.
Insert xlive.dll in GTA IV main folder.

VERY IMPORTANT: savegames are now located in these folders, so copy save files into them:

Windows XP: C:\Documents and Settings\<username>\My Documents\Rockstar Games\GTA IV\savegames

Windows Vista or Windows 7: C:\Documents and Settings\<username>\My Documents\Rockstar Games\GTA IV\savegames\

Launch game as administrator from LaunchGTAIV.exe.
To debug, copy xlive_d.dll file in GTA IV main folder and rename it into xlive.dll.
