What now a days I see most of the mods either BETA mods like Sanandreas BETA,Vice City Beta ,III Beta , IV BETA & many more BETA like BETA Gangs, BETA Weapons ,BETA Vehicles ...etc.......
& at last the one who started the mod just leaves the mod unfinished so the BETA remains a BETA...
