 attach a flexible pbject to a car

I know how to modify a car in 3ds max. But I want to know how can I add a flexible object that will move up an down, depending of a wire. The object will be made from two parts and I want the object to tends to stand up. How can I make this?

For GTA SA. It is possible, because there is already at least one vehicle that has a flexible object: FIRELA.

Just because it was done on the Firetruck does not mean every vehicle supports it, kinda like towing, it might be possible to do something using CLEO, and the way it is implemented using the Misc Objects function dummy is used for Vehicles like the Zr350 (Headlights), Dumper (Tray), Rhino (Gun Barrel), Towtruck (Tow Arm), Tractor (Tow Arm), etc.......

So perhaps if your planned vehicle is to replace one of them and the function it uses then there is no problem but adding that function to a new vehicle that doesnt have a Misc thing could be a problem.
