Hey, I wanted a mod that makes these special effects you can make with sony vegas and PS for SA, like that cartoon effect I made on these pics:

First off, if you want to make an effect, you must use 3Ds Max. And you need to change effects.fxp with notepad. This is very hard to make.
Try to make textures like cartoon with Photoshop.

That's for particles.

To do what the OP wants would require hooking some rendering functions. A complex job. Ryosuke is one of the only guys who can actually do something that complex... Perhaps you can get close to that effect with his Color Mod.
