On the Final Mission on the DEAL storyline, I can get through the mission and onto the boat chase easily but when I get to the part where I have to get to the marker under Jacob's helicopter I can never reach it in time and he just flies off. What am I doing wrong?
It's a bug. You need to give full speed to your boat so that you can reach to the helicopter. Though, when climbing, you may also fall. That was the most buggy mission. If you want someone to complete it, upload it here.
