I'm sure this has been discused before, however:
In the initial introduction of III the news reporter says 'a convoy left police headquarters early this morning, for a routine transfer of felons, to the Liberty City penitentiary' - There is no penitentiary in Portland? The obvious argument for this is 'they will be moved somewhere else, but how exactly would they be moved?
The Porter Tunnel was still under construction at the time, and the only place they could load convicts onto a boat would be the docks area, which seems quite unlikely as the only boats there are large shipping vessels. They could try the beach, however I doubt the police would use a beach when they are transferring 3 felons.
The logical solution would be to drive to SSV and use the airport for either transporting via plane or police boat as there is already one there, as well as the docks near Asuka's in Staunton.
So why did they drive to Portland?

Actually, in real-life yes they are out at 4am, as that is when they start delivering the papers at the news racks and convenience stores, as well as start delivering for Home delivery(at least in this area anyway)-lol  So, that is possible... But, remember, that there ARE Police stations in Portland, Stauntan, and Shoreside, so they could have been held there until they were ready to transfer them to State prison...That's how it is usually done-as a Law Enforcement officer myself, I know that when someone is arrested, they are taken to the local police station(whether it is County, City, or State Trooper that made the arrest) for booking, then they go to County jail until after trial and if they are sentenced to prison, they get transferred from the County jail, as the state prison in this area for example is over 140 miles away just past the state capital...Just a heads up.
