Based on my java gui framework, and some wits, I have used about half the day to smash together this God-send tool.
It will enable you (especially low end users) to get huge fps boosts at game play.

What the software really does is enable that gta iv runs via 2 low end graphics pipelines, whereby some re-arrangement and modification of original iv files take place.

I tried it and get error that my OC is not compatibility with the application.

Did you install the java runtime application? AND YOU SHOULD RUN THE EXE NOT THE JAR FILE.

I made it, i run batch file, find directory, but evrytning is gone i mean there is no textures only cars and peds.

You can restore default settings though.....OR choose the "HIGHER" option from the menu.
THE HIGHER OPTIONS IS A PRETTY GOOD BALANCE OF PERFORMANCE VERSUS GRAPHICS.

I made a mistake downloading it... My all textures have disappeared when I set it to high and the fps improved only +2. Instead of that that, I would have tweaked the draw distance and would have got +4 fps.

T-ru..yes it only modifies files in common/shaders. How did you know though?
@Dr. John... +2fps only? any way the mod is not meant to replace other performance mods.
It is made to work in conjunction with them. So you could tweak your draw distance, + use command line tweaks + my mod.
It would still imply a combined fps enhancement. FPS improvement is always good.

I tested it on my machine, and @higher option, textures never dissapear. My system is:
Dual Core 3.06GHZ
5 gigs ram
NVIDIA Geforce 8400 GS 1.7 gig

Now here, I may beg for Quality. Even if I have NVidia, the game runs like bullsh*t. I tried many mods but either they give fps and lose quality or give quality and lose fps. I want to make the game playable but if the Textures disappear and Niko is driving at 70mph and hits a wall which I couldn't see, it will really annoy me.

Yes this mod was made to address that issue. Well it is a good way to help address that issue.
Yes its true even with nvidia card I still get lags...(during missions).

The higher option of the software is a good balance between performance and graphics.

It should enable you semi-appealing graphics @ higher frames.

Although not applicable to you, there are some users that merely want to get the game running comfortably, while incurring graphics loss.

The highest option is for that purpose.
