Cheaters/hackers ruin this game's multiplayer

I realize that the original GTA IV has a number of cheaters and/or hackers in its multiplayer, and it's pretty easy to handle. But it's so much worse in TBOGT. It's practically impossible to get into a game of Free Mode where somebody isn't teleporting every which way in a car or is invincible. This game should be incredible online with its crazy fun weapons and vehicles, but it's mostly frustrating. Anyway, I guess my little rant is over, but I'm interested if anybody else experiences this, or if I just have crap luck.
