People don't know the work that goes into a game such as GTA IV.
By the time they released a trailer, the environment, the script, the voice acting, and just about everything else would have been finished.
In fact there would have been a playable beta available to them for months.
90% of the work would have been done, BUT its the last 10% that is the most detailed and difficult.
It takes time to go through all the animations and perfect them, both in-game and cut-scene rendering. The modelling/ rendering is far more difficult now in this gaming era given the characters facial expressions and mouth movement need to be exactly correct for the dialogue in the scene.
The final stages are frustrating and time consuming on these type of projects, while I unfortunately am not a video game animator I know their trade as it is similar to mine and I know theirs is far more difficult.
The sequence is:
Chose a location and write a story. This will have been started in 2007, before even IV was released.
Write the story. The writers would have written thousands of ideas and concepts, a large portion of which will not have made it to the final game.
Survey on the city and renders of the proposed locations drawn up.
Design work begins on the city (2009ish?)
Renders are drawn up for the proposed characters and the preferable images are chosen from many, to best suit the characters personality.
The finalised story is brushed up, and they begin looking for the voices of their new characters. The profiles of the characters are now complete and the audio part of the process begins simultaneously with the graphic design.
The game is now in full production.
It takes some time to produce the first "beta" copies of the game.
When they are happy with a beta copy, they hire testers to find bugs and problems, of which there are always many, It is then the task of removing these glitches from the game while testing continues.
I'd say this is when they would release a trailer at the earliest.
Some wait untill the game is complete but my best guess is R* have released it at some point prior to testing to gain hype for Max Payne or increase take-two's stock before release.
I do rather wish they had held out till later to release the trailer.
We can either assume the game is undergoing final alterations or it is finished and waiting on a realease window that suits T2.
I hope that this will make the process clearer and no-body will accuse me of being some kind of wannabe insider who works for R*N because I only wish i'd ever get such an opportunity, I'm just trying to explain how things work, given a few comments on here have the process wrong.

Judging by the trailer, most of the map looks finished, they probably just have missions and gameplay tweaks/bug fixes to work on, some music and voicing. I want to say they are approaching 70-80% complete, maybe even close to 90% but I could be wrong.
