gta3.img is totaly blocked

Player Hater Group: Members Joined: May 8, 2012	this started as a I/O error 131 and now after i downloaded the Alci's IMG Editor 1.5 the gta3.img is totaly blocked i cant open it wigh any program just keepeng say errors what can i do someone please help

In Your haste to post You must have missed the Bottom Main Menu choice for MODDING. And obviously the Banner lettering: Modding questions belong in THE MODDING FORUMS! Where You click on the underlined words. That’s where You can find Players who ARE dedicated Modders, they are more likely to give You some assistance! Be careful to post in the correct forum topic, as they can get persnickety about that.
