I am trying to install this cop mod for Vice City and i don't know how to install it.

Here is the mod itself

The readme file says

"1.First extract use IMGTool to extract player.dff, player.txd,
player6.dff & player6.txd.
2.Rename both .dff & .txd of player & player 6 as each other.
3.Delete the just extracted files from GTA.IMG with IMGTool.
4.Add the renamed files into GTA.IMG.
5.Add the Miami Cop skins into your regular skin folder.
6.Start game, Easy as pie!"

Anyone understand?

The author probably meant this:
Extract player.dff, player.txd and player6.dff, player6.txd. Put it in two folders. Then rename player.dff and txd into player6.dff and txd. Then go to another folder and rename player6.dff and txd into player.dff and txd. Then just import these two .bmp suits (from the archive) with txd workshop into newly renamed txd files. Also you should then export bmp from new player.txd into this address:
"C:\Program Files\Rockstar Games\Grand Theft Auto Vice City\models\generic"
After you finish open gta3.img with img tool and delete the old player.dff, player.txd. player6.dff and player6.txd and then import the new ones from those two folders where you were changing the names.
