I always had trouble with the Skimmer,as I remember you have to be very steady with it or you'll fall like a dead bird.
But I don't remember taking off to be too difficult...

You need to press and hold the lean up button. If your Skimmer is not steady then leave the button. But, things will get tougher in those building areas.
