I don't think this is the most appropriate place to ask for help.
Also I highly suggest if you are clueless on how to set up and run a gang or mafia then try joining one first and staying in a while and learn one or two things before trying to start one your self. Running a gang takes a lot of time and responsibilities. Most gangs lacking experience don't last long. Just some personal advise.
