On IV engine: Yes.
On SA engine: possibly.

You'll need to learn how the game works before doing large modifications like adding multiple maps together.

what i would like to know myself , it's that if in IV it could be possible to link huge maps together but not on the same scene , like the circle in the air in SA when you had to go to LC you know . if this is possible i just canno't imagine the modding opportunities
