Hi internet,
So I seem to get seriously stank fps with this game. Now my laptop is not exactly skynet but I feel that I should be getting better than 12 fps on medium settings.

Off the top of my head, the specs for my XPS 1647:
Screen 1600x900
Intel core i5 CPU M430 @ 2.27GHz
4GB RAM
500GB 7200RPM HDD
ATI Radeon HD 4670
Umm... black

Resource Usage shows something like 350/1018 on high settings and the highest benchmark usage number is System Memory Usage at a bit below 70%, the rest were in 40s and 50s, yet it runs like crap at 11 fps. Turning everything way down and offing shadows gives me 1 or 2 extra fps...

I decided to go down to 720 from the native resolution and that increased my fps to 20 but the various settings still seem to do nothing but change Resource Usage digits. Furthermore, even with 20fps, it plays like a dub step music video, constantly wub-wubbing, you know? I looked around and noticed people with crappier systems get way more decent results. Any advice very appreciated.

that is dual core laptop CPU

and (most likely) passive cooling (this means no separate fan)! you have to turn your settings down period.

shadows : low or off
water: low
traffic: 1
detail: leave as is (maybe)

Thanks for the response. I know that my specs aren't a benchmark by any means but I've seen people get much better results with worse. I am usually able to play everything on medium-high with very decent performance and that's including Starcraft II and Crysis so it seems to me that the maximum of 20fps on a 720p resolution with everything as low as it will go is just plain weird for this system.

I'm far from a computer wiz so I may not know what I'm talking about but really it seems like I am at the recommended settings for this game, mostly. My CPU may be weaker but everything else is up there. What's weird is even offing the shadows and reflections makes no difference.

CPU is the most important part for GTAIV.

this is radeon mobile 6870, now compare these specifications with your videocard i linked earlier.
