So let me explain what you will do in this ,,Starter Save":
Mission complete before beginning the ,,Starter Save": The only possible mission is ,,Luigi's Girls".
Portland: Hidden Packages, Rampages, Mafia Massacre, Diablo Destruction, Patriot Playground, Unique Stunt Jumps and the Import/Export garage (don't say is not avaible, the message that you receive later is too late, the garage is open, put all the vehicles excepting the Blista, you can't get it).
Staunton: (to get here use that glitch of Porter Tunnel), Hidden Packages, Rampages, Casino Calamity, A Ride In The Park, Multistory Mayhem and Unique Stunt Jumps.
Shoreside Vale: (to get here use that glitch of the subway), Hidden Packages, Rampages, Rumpo Rampage, Gripped!, Unique Stunt Jumps and the Import/Export garage (the garage is open)

Nah, you can complete Portland's I.E. garage pretty easily. Uncommon vehicles like Blista, Mr.Whoopie, and Flatbed are allowed to appear in emergency vehicle missions...and using any method to get over to Shoreside will score you a Dodo for it.
Shoreside's I.E. garage cannot be completed early, however. You can't get a BF Injection until the Callahan Bridge is repaired. But you can deliver all the rest of them needed there.
While on the subject of exporting...you can complete MOST of the I.E. crane in Portland early, but doing so is pointless (literally). Unlike the garages, the game will not award you with a completion percentage boost until ALL of them have been delivered to that crane (without cheating, a Rhino will not appear in the game until "Arms Shortage" - one is at Ray's compound during that mission...and they won't spawn again until Shoreside is open and you get the wanted level to call out the military). When completed, the crane boosts your percentage 7 times the normal amount (because there's 7 vehicles involved).
You can run all of the emergency vehicle missions, however. Something not mentioned in the above post.

No offence, but don't tell me things like hidden packages, exports garages are hard..if you think that, you will have a bad time later in game . Seriously, don't try to waste anyone's time with things you can easily do yourself.
BTW you can break out of the initial mission "Give Me Liberty!" and complete all the above in your prison clothes (except the Callahan bridge UJ, which is disabled when the rubble is in the way). Restarting the cutscene rolls the clock to 4am on the current day, too...so this can be done without any ingame days being recorded (except when completing Paramedic...which takes more than 20 ingame hours to finish level 12).
The drawback is that each time you break out of the intro mission, it counts as a mission attempt It also locks the door to the Portland safehouse again (if you forced your way though the wall to unlock it).
Saves done at this point will not be named until/unless you complete an offroad or Toyz mission.
A fairly-foolproof way of breaking out of the mission is to drive 8ball's Karuma up onto the bridge's UJ center divider...and push it into the gap to the street below. When the mission failure message appears, immediately step into the gap yourself. The movement action stays in memory after the fade out, and the trigger spot on the bridge to reactivate the cutscene is missed slightly. Sprint-jump in any direction if your movement is locked forward.

Hey you want hard, try to do everything that is possible during the mission "give me liberty" or right after the first cutscene when your with 8ball in the bridge. I almost did it the only thing that I missed was getting the Barrack OL to portland emergency vehicles import-export because I didn't know how then, but did all of the following: All Stunt Jumps, All Hidden Packages collected Portlands import-export list: all vehicles, Emergency vehicles import export list: Police car, Police Enforcer, Ambulance and the Firetruck (missing the Baracks OL but possible, also missing the FBI Cruiser and the Tank that aren't available until the second island is unlocked) Shoreside Vale import-export list: all vehicles except BF injection that isn't available until mission "Sayonara Salvatore" You won't believe how many times I died doing some stunt jumps or getting the shoreside bridge package with the dodo, but man "what a rush". It's really fun to try. It took almost 3 hours in the final attempt but it took me a lot of time to memorize all the routes I had to take to get all of this, and only then I took 8ball to the 1st safehouse. After that completing the game was easy. I'm want to do this again and add the Barrack OL but i'm completing San Andreas again first and only then I'll give it another go.
---edit---- BTW belive me it's hard but the callahan brigde Unique jump is not disabled, i've done it with the banshee and with the police car but you will miss it a few times before you can do it.
How can you do vigilante and paramedic missions when you're in a mission?????? When i'm in a police vehcile during give me liberty the vigilante missions are disabled.

Sorry I had done that but didn't restarted the cutscene and I was stuck in game, funny thing though, after breaking out of mission I can't enter any vehicle. Is that normal???? Never mind found it. It's what the sprint in other direction does. Nice finding but I think I prefer my way. It's hard but it's fun and besides you don't add a mission attempt to the stats. ----edit----- One question though, does the break mission enables the 6 star wanted level??????
