Hi, I am looking to buy GTA IV pre owned for pc. If i buy this game pre owned will i still be able to use the serial key and be able to play online?

Yep, unless it is still used (online) in the PC were it was first installed.

I dunno, I heard it can install a number of times before it expires. Doing the validation offline still requires getting a number online I believe.
New copies showed up at MicroCenter for $20, compared to used, it's worth getting it new!

I was thinking the same issue regarding a used copy my sister's husband bought. I got the Validation software downloaded for Episodes as well as GTA IV, but I had to dial in my system to get it working, installed to my laptop without the right graphics card, I got GTA IV on the drive but it refuses to run, so, it's basically going to work once I have a supported MXM card and motherboard for it! haha
