I'd have a suggestion for you. Some time ago, a guy named zmoodchild made a save called "The Ultimate Starter" which is exactly how you like it. It has everything done up to 13.37% and still in the beginning. Here you can find info about it. It has guns with infinite ammo.

Yes I know. But it is for Version 1. I tried ID converter by hmvartak but it shows "Save Game Corrupt". Also, I had lot of fun in doing that.

if sir Zoom's save file doesn't work, i have found sir crazyanurag's starter save for v2.

AFAIK crazyanurag's ultimate start also has the 13.37%(or 1337) progress.
