Upload your missions to the official DYOM website, it's easier this way.

Because it is not just a single .DAT file , plus Dutchy said that i cant upload missions attached with cleo script , and this is one of them ...

Then,make someone mission without using cleo script.

I use cleo to attach the money backpack to CJ when he grabs the pickup , if it is annoying to see cleo scripts with DYOM missions then sorry for that , but i cant make a mission without cleo ...

I know it's better with new options,but it's not in DYOM yet,and you CAN make mission without cleo but it won't have these options which you using. Anyway like Dutchy said:

You should talk with PatrickW and Dutchy about new options using PM.
