Alright, I am creating this topic because I think we have missed some information in the press release of Rockstar. I am trying to point out these observations as follows:
1. R* said GTA V is going to be the "largest and most ambitious game" and a few months later Dan Houser said that the game will feature a large map. Now, this is the important part - Dan Houser right before his statement said that he would stick to the official words only, but still said V would incorporate a big map(which is not in R*'s statement, at least at first sight). Assuming that Dan Houser had sticked to the press release, then R* while saying "largest and most ambitious game" must have actually referred to the map size.
Conclusion - GTA V will feature the largest(emphasis on largest, its not "large" or "larger") map ever.
2. While saying "bold new direction" they could have actually referred to a game engine change. Here are the arguments for my position:
Argument 1 - Even after 4 years from GTA IV release, GTA V is not released. The last time they took this much time was when they were shifting engine, as you all know. So can't the "bold new direction" be another engine change? (Now, you may argue that R* is simultaneously developing other games and so they are taking this much time. R* north studio is in charge of GTA series and other games are developed in different R* studios. So that is not a reason for the long development time.)
Argument 2 - GTA V logo contains a roman numeral five contrary to some other GTA logos like those of VC and SA. R* does this when they are heading towards a new era. And a new era means a new engine, right??
Conclusion - GTA V might be on a new engine.
3. From my first point, it is clear that GTA V would feature the largest map ever. That means it is going to be something like a Los Santos which has the size of original SA state(at least). R* might do this in two ways:
Method 1 - Create a map of the size of entire SA state(at least), name it as Los Santos, and fill it with brand new places(made me think of this because R* said that it was going to be a "re-imagined Southern California").
Method 2 - Stretch the actual Los Santos proportionally so that the alleys would become the main roads and original main roads would become national highways. Even then there would be a lot of places which might not have been there in the original version. So they will have to come up with a lot of new places to fill the vacant spaces.
Conclusion - GTA V will have a lot of new places. There will also be many places in V which are known to us from GTA SA but unnamed in the original version.

It's definitely connected to the hardware "2D era, 3D era, HD era, etc," but a console shift may not necessary mean moving away from the "HD era", because while the jump should be really good graphically, I don't know what exactly would separate the 'type' of graphics they are (they're still not going to be photorealistic). I'm not even sure what they would call this next one, anyway. But I can imagine them wanting to do a few more cities within this single continuity, capping it off before moving on to a new "era". PS4 and 720 may just be a continuation of the "HD era", or it could be, as you said, the start of a new "era". That's one area where we can't be totally sure.

Sort of. That's one area where we can't be totally sure. | That's sortve why I thought that they didn't come out and categorize eras by console, sortve leaves next gen open to the possibility of continuing this gen using other locales... LV SF or VC, maybe continuing certain parts of the story from IV.
