Even though i steal a rhino from area 69 the tank still keeps blowing up(due to fire)

can anyone help me in this mission?

things you might want to do while wanted level is not applied here:
-Go to area 69 and get all the military stuff(Patriot for export, barracks truck, and rhinos)
-Pickups(minigun thingies)

Okay, but next time don't request until you're completely sure you can't pass it.
Here are some tips for the rest of the stuff you requested.
1. The Patriot can be found while doing the Firefighter side mission. It simply comes across while you're extinguishing cars and you're supposed to extinguish it too. Don't take it before you extinguish it because it'll explode. That's only one way if you don't risk to enter Area 69.
2. Minigun is located at the lower floor of parking structure in Roca Escalante, at the Rockshore East construction site on the top floor (either use Jetpack or platforming) or at the top of the concrete structure at the Kincaid Bridge (need Jetpack). Or, you can steal one from Toreno's crib. That's even better because instead of giving you 200 bullets as in the other locations, here it gives you 500. But you can only pick it up after you've completed a certain mission, called Vertical Bird.
