I'm starting the game again and I remember reading somewhere that early in the game, there is a mission that opens up the map and you can pretty much take care of things like tags, snapshots, etc. without being bothered by the police, anyone remember which mission it is?

Yes, they are. But vehicles/copters are available.

you can also trespass area 69 and easter basin anytime you want
Note:drive by is the 1st mission in where no police can catch you. also see zmoonchild's video in the drive by mission

Drive-By also lets you do this as well as several other missions.
