As for the suggestions of settings;
Game: IV
Game Mode: Deathmatch
Limit: A larger unreachable number within the set kills.
Map: Select one of the Islands.
Blips: Off
Time: Midnight or Evening
Weather: Rain or Fog
Weapons: All, Weak or Standard.
Auto-Aim: Off
Reasons for my suggestions above.
Game - IV is the most actively used of the three games in the IV Era.
Game Mode: Deathmatch because on IV in Free mode all blips setting equal ALL. It's Bugged.
Limit: Well a DM needs one, and a high one to ensure no premature ending.
Map: The whole city is too large.
Blips: More of a challenge, and realistic.
Time: More of a challenge, and will increase paranoia.
Weather: Same as above.
Weapons: To limit over powered use, such as RPG's.
Auto-Aim: It shows more skill and GTAF Users generally dislike Auto-Aim, not to mention prevents team killing or death for wrong target.
I strongly recommend you go to an strong effort of warning with this:

Now for example Aj and I team up, it's not likely I'll kill him.
However we for some reason end you as each other hunters but still team.
This could cause drama if I suddenly shot Aj in the back.
I know the above it not likely however this more-so is:
Aj and I team up, his hunting Dave, I'm hunting Bob.
Bob's target is Aj,
We pull up in a car, I kill Bob then instantly kill Aj.
This will greatly anger Aj, and although his not like and this is purely an example.
Some of the lesser users will then rage and ruin the event for others, with 'revenge' kills and such bullsh*t.
