When I loaded up IV PC (DVD version) and then go to EFLC. Choose TBoGT I can buy it for 1200MSP. I was thinking of getting it but can my TBoGT work with people who have the EFLC version?

Actually you can buy it with MSP from there.
Just change currency.
I bought several things with MSP from there for my PC.
Go to xboxlive.com, sign in with your login info like logging into GFWL and when you buy it, change it from credit card to use MSP.

That only happens with TLaD on the console versions. Rockstar corrected that mistake with the PC versions.
