Okay, so here's my situation. I used the "Change Wheel Size" cheat, loaded a saved game, and entered it again, just to make cars heavier/faster. I also used the "Black Cars" cheat because I wanted to get a black Patriot(It didn't work, but with the wheel cheat, it has epic acceleration.) I knew to deactivate the cheat, you have to restart the PS2, but would this still effect my saved game or criminal rating?

No, not unless you saved again after using those cheats. Neither one are harmless to your save file regardless yet they do take points from your rating.

Oh ok so even if I did save, nothing would happen except for the reduced criminal rating?

What I find weird is using a cheating, then just reloading the game before you used the cheat, yet, when you go to save, it says a cheat may have been used even though one hadn't.
