^There's you're problem right there. You need v1 of the game to modify it.
You could try using a downgrade patch, but I'm not sure if it'll work with v3 though...

You're best bet would be to purchase the original copy of San Andreas on disk which will probably be v2, then you can downgrade it to v1 using the patcher.
