 GTA VC Crashes on loading screen.

So recently I dug up my old VC disc and installed it on my new machine.
When I got in-game I found that if I enable widescreen settings on my 16:9 monitor the aiming is off-center and extremely annoying. (I had never had a probably back in '02 as I used a 4:3 monitor)
I downloaded a mod HERE to fix the problem.
This mod works for other people but I notice some people have the same problem as me, when the loading bar gets near the end, the game crashes and I must close it.
Other CLEO mods work fie so I just don't get it.
How can I fix this as the off-center aiming is annoying.
Is there any other way to re-align the cross-hair?
Can I make it so the game loads with this mod activated?

Any help will be appreciated.
