CPU:Pentium® Dual-Core CPU E5200 @ 2.50GHz
CPU Speed:2.4 GHz Performance Rated at: 3.60 GHz
RAM:4.0GB
Operating system:Microsoft Windows 7 Ultimate Edition (build 7600), 64-bit
Video card: ATI Radeon HD 2600 XT

I played FIFA 12, Driver SF and more on max w/ a 9500GT (successful experiment tounge2.gif), but GTA IV is different, w/ your specs, I say medium @ 20FPS.

After more research tounge.gif, yes, you can play on medium settings, but I'm not %100 sure, it's based on a prediction and a YT video.

I don't think 2600 and that CPU can pull medium settings at playable resolution and framerate.

Probably, but the graphics are not going to be good...the highest resolution you would be able to get(and the game still be some what playable) is 1024X600...And NO modding, as that system would not be able to handle the additional resource usuage needed for mods...and no higher than Patch 4 for the patches...?

Remember, the Intel Pentium processors are kind of old technology-as the newer processors in the Intel line are: the I3, I5, I7, and Xeon...and that video card is out dated too, as there are the 6000 and 7000 series in the ATI line-up for the up-to-date video cards for ATI...So, that may be a new PC for you, but a new PC as far as parts go...

If I were you, I would have saved the money and got a better PC than that one...

Relatively high, mostly 25-35 fps.

Maybe a faster on all low, but it looks pretty awful.

It depends on resolution. low/Medium 30fps will low res and 20fps with higher. Although maybe not that good.
