I have recently started playing GTA IV and I use the 3rd person camera angle when I drive. However I prefer 1 person view but due to the low FOV in GTA IV it feels totally wierd and very uncomfortable to use it.

Is there a way to increase to FOV for PC?

I do not understand why developers do NOT understand that FOV settings should be availble for all PC games, especially the ones having a 1 person view as many gamers can get motion sickness with a FOV that is to low.

rockstar Toronto barely got this game out, plus they dragged on providing support and patches for it

This isn't the proper section to discuss mods in, but here is the answer... If you're using First Person mod v1.22, then open the .ini file and change "FootFovMod" to the value you desire.
