 Headlights size and illumination?

Hey guys. I want to create a mod which increases the headlight size and illumination for an extra-dark ENB mod I'm making. In other words, more realistic headlights which light up the area a lot (Compared to GTA SA's, where they BARELY light up the area in front of you!)

Problem is, I don't know where to start! Is there some txt file in data I can modify to make headlights more efficient?

GTA SA's headlights are barely even ambient to begin with, they just make an illusion of lighting up what's in front of you. I really don't think you can make the light illuminate more of the area either.

The only ambient headlights that exist in the GTA series are in IV. So you're pretty much out of luck.

I think you can, by modifying the headlight texture/model.

I think that it could be done by modifying the gta engine code but the chance of success is minimal. Anyway, if we need to redo everything, just go to gta 4 and there we go !
