2GB DDR2 667MHZ ram
Nvidia 9600GT DDR2 1 GB
and screen 1280X800
Can i run GTA 4 on medium settings with out any lags?

You can select any of them. If you want no lags with good graphics then defrag you (C:) Drive and see if any improvement.
