MTA:SA Freez at 'Stop playing with yourself'screen

NOTE: THIS IS MULTI THEFT AUTO (MTA) NOT SA:MP

So i had to recently re-install san andreas so i could have no mods so i did and it work fine on single player, i also reinstall MTA:SA and I open it it gets to the 'Stop playing with yourself' screen and when my mouse goes over it its the round blue loading thing with no courser. I need some help please!
