I'm 66 years old so I can't do these fights on reflexes. Like many games, having a sound plan before the action starts can make up for lots of other deficiencies.
Somewhere around 25 Gang Wars things got tough, I was dying a lot. Other than just more enemies, there were two problems: I was being attacked from behind or from a flanking position by enemies I hadn't accounted for and my enemies were starting to use explosives. I suppose the flanking enemies were the reinforcements I've read about.
I developed two strategies for myself, one for an escorted vehicle and one for the rest of the Gang Wars.
For cruising or hanging out I would make contact to start the fight and then run to a good defensible location. Stairwells were OK but my guys kept walking in front of me and messing up my ambushes. Once I was just overwhelmed by the numbers and I had no retreat available.
Better were low walls where there were no roads behind me. A park, a wall around a yard, the edge of some roads were all good. If things started looking bad I could retreat and go for armor and healing.
The best was an above ground train station. I would go down the tracks past the wall at the edge of the platform. I killed some enemies on the ground and a great many who came up the stairs and onto the platform. I never needed to retreat but at a pause in the action I could have jumped on a train. I suppose I could have turned and run down the walkway by the tracks, away from the station but that was never necessary.
Distance was as good or better than cover. It was comforting to see grenades blow up halfway between us and do no damage to me!
I had one battle where I scaled a fence into an alleyway with no other way in. There was a stairway and a bit of roof jumping to get out another way. My, my but there were a lot of bodies piled up at the entrance to that alley. Unfortunately a cop must have gotten caught up in one of my explosions and I had to stop and evade a 3 Star wanted rating.
One of the best places was that big rock north of Algonquin where there's an RPG. I was able to snipe several enemies who tried to swim out to fight me. I sniped quite a few off the docks without ever being hit.
I had many occasions where I stopped in the street and got off my bike when I could barely see the enemies I was after. If they didn't start coming I could snipe one to get them moving, otherwise I just stood my ground with my carbine and chopped 'em up as they charged.
So I looked for cover and or distance in a position where I was unlikely to be flanked and there was a retreat route if things went poorly.
Once the first wave was exhausted, I would repair my armor and heal if necessary and then pick off the enemies who hadn't chased me in the smallest possible groups and at the maximum possible distance (to avoid explosive weapons).
For an escorted vehicle, I tried to anticipate the route and get ahead of the vehicle and then attack it with explosives or my assault shotgun. I wasn't as successful with these encounters.
An interesting side note. Once I had Clay bring me a bike during a Gang War after he had been wasted!
I had a great time with the Gang Wars.

Back on topic, shall we? Those strategies are good, you can also try calling the cops if it's a hangout type Gang War. Try calling Clay and Terry for backup after they get wasted, It's also useful to bring Pipe Bombs or Grenades and Rocket Launchers, Molotov Cocktails are very useful too.
