In my opinion, the nature of Max Payne 3 doesn't allow for more promotional campaigns. I know that Rockstar wants to promote their big budget title -some news reported that it's around 105 million dollars- but there are really no more interesting things to show or to talk about. The linear and closed-environment nature don't allow for a lot of innovations and interesting things to be implemented. The only innovative upgrade carried over by Max Payne 3, is the animation system, and this has been detailed and previewed repeatedly. Other things, such as aiming system and AI, are only improvements over what has the series started since the first installment.
I haven't read full previews for it because I can expect what I would possibly read, contrary to games like RDR and L.A.Noire which had all of their previews read by me, because the nature of both of them allow for a lot of innovative ideas to be implemented. I even remember previews made for GTA IV. Each time I read a preview, I find a lot of interesting information to read.
This post doesn't mean that I wouldn't enjoy Max Payne 3, but given its nature, it should have released already. However, For a business maker like Rockstar, they would take things from a business point of view. That's their priority in the first place, but they don't abuse it as much as other publishers.
