Right before Chatterbox's 2nd commercial break, a raspy voice says "HELLO?!" and is cut off by a commercial.....definitely a conversation cut due to 9/11. Hell, could have been Darkel.
Also, after 2 songs(one on Head and one on Lips) there's brief silence. Definitely where Back To The Streets and Wash Him Off were supposed to be.
On MSX, a few times Codebreaker's line is cut off.

Maybe, it's a sound theory. I doubt it was a 9-11 thing though.

I just listened to Head Radio all the way through in game, and the only silent spot I heard was when the audio file looped. Could you point out the song you heard the silence after? I could have missed it.

There was something about Head Radio....I remember another user here saying there was an unused audio marker inbetween a song when he opened it with Sony Vegas....but the search function is retarded and gives me three pages of topics for "audio marker".

EDIT:It actually sounds like that voice is calling Lazlow a sellout. It could be Darkel though..

I"ll dig out my PC GTA III and give it a look, now I'm really curious.

Didn't hear anything in Lips either, but I'll look for a marker there too.

If you open up the Head radio file in Audacity, there are some audio markers left in the file, I would imagine that's where back to the streets was cut from.

EDIT: I checked all the radio stations and those are the only two to have markers embeded in the files. There it is.

Strange, so R* must have used the audio marker for O Mio Babbino Caro and replaced the song with ads on XBOX and PC.
Now all we need to do is add Wash Him Off on that audio marker.(since Bam already put Back To The Streets on Head)
