In the mission "Practice Swing" the union offical gives Rocco the names of a bunch of people working with the Messinas- and he gives the name of the guy working on the Libel construction site on Columbus Avenue. But when Luis goes and kills all those people in Bang Bang- he destroys the crane at the other construction site in centeral Algonquin.
Perhaps that Union official moved construction sites? I know it's a far fetch but that is the only logical reason I can think of other than a location mess up.
